They couldn't do loot 2.0, the new paragon system or any of the subsequent changes without risking alienating the players who had been waiting AGES for a new game. The thing you need to realize is that Blizzard had to be very conservative initially in how they built the game because of the history of Diablo. It was a polished game that was a ton of fun to play and was easily the best of the genre available at the time. It's easy for you to say that in retrospect but looking at it when it was released it wasn't "rushed" or "unfinished" at all.
